I would like to disagree on this. I see Brian's reaction differently, judging his character throughout the series. Whenever he is close to losing Michael, Brian will go after someone else he feels close to-- Justin.
Example: Mikey leaves for Oregon. Brian decides to go to the prom to get Justin.
Brian is so close to losing Michael after the bombing, that he figures that the ONLY person he has left is Justin, therefore in his moment of shock, anger, emotion, he gives Justin what he wants: an "I love you", marriage, a house-- just so that he doesn't lose the other person who cares about him.
(You'll also notice that during the dream scene, it is Michael he's thinking of after he lost both Justin and Mikey in an earlier episode).
