Oh man, that’s Don Hertzfeldt. I love him so much. He does a series of these little animation shorts. That's from one where he creates a bunch of commercial and then the world starts to collapses. It's great, it's called "rejected", I like "Billy’s balloon" a little bit more though, and it’s just funny as hell.
